黟县作为世界文化遗产西递、宏村的所在地，毗邻黄山，每年都有大批的游客来此观光游览，同时还吸引了许多学生和艺术家来此写生，进行艺术创作。2003年，仅宏村一地就接待30万人次，2004年1-7月，宏村已接待写生学生4万人，游客近30万人次。
以宏村、西递、南屏、屏山等为代表的皖南古村落是艺术家和学生写生和进行艺术创造的绝佳地方，距离黟县县城都不远。但是目前宏村等地的接待水平还比较落后，无法满足日益增长的写生人群和旅游发展需求，至今仍未有一家正规的写生基地，因此迫切需要有一家集吃、住、娱、购、教学、会议、展览于一体的以写生的大中专学生、艺术家为主要客源的艺术创作基地。 |

| Back ground |
Yixian County, close to the Yellow Mountain, with Xi Di and Hongcun, two ancient villages on the World Cultural Heritage List in its borders, attracts many tourists to come sight seeing every year. Lots of students and artists also come in to paint from life and nature and compose works of art. In 2003, Hong Chun alone hosted 300,000 guests. From January to July 2004, Hong Chun already received 40,000 students of art, and 300,000 other tourists.
Ancient villages in southern Anhui with Hong Chun, Xi Di, Nan Ping, Ping Shan as their representatives are very good places for nature sketching and art creating. All these villages are close to the downtown of Yi Xian County. However, Hong Chun and other villages are incapable to satisfy the demands and needs of tourist development and the students of art, owing to the lack of reception facilities. By now, there is no regular base for life-and –nature painting. Therefore, it is necessary to have an art base quickly built, so as to receive tourists, artists and students of art. The base will be able to offer considerate and careful services, such as eating, lodging, recreating, shopping,
teaching, assembling and displaying.

2.Service facilities, such as meeting room, teaching room, rooms or halls for displaying, exhibiting and auctioning works of art; dinning room, body-building room, net-bar, supermarket, post-office, basketball court and parking lot.
