黄山市徽州区是黄山市工业企业最集中的区域，境内工业产值占全市工业产值三分之一，现徽州城区每天排放废水达2.3万吨,但目前还没有城市污水处理设施。这与徽州城区目前工业经济发展状况极不相适应，已成为制约工业企业发展的瓶颈。建设污水处理厂已是当务之急。本项目选址在徽州 城区丰乐河下游南岸，城东工业园以东，芜屯公路以北的路口村处。规划面积6万平方米,地处城区地势低洼处，距受纳水体近，便于污水的收集和出水排放。是污水处理厂建设的理想场所。
建设规模：
污水处理工程纳水范围为城区面积6平方公里的区域，总规模5万吨/日，近期（2010年）规模2.5万吨/日，远期（2020年）5万吨/日。
建设内容：
厂房、进排水管网、污水处理设施建设等。项目总投资5831万元。资金来源为项目单位自筹1000万元，其余4831万元通过招商寻求合作伙伴合资合作或银行贷款。
项目实施的财务评价：
财务内部收益率5%，财务净现值（I=4%）818.05万元，静态投资回收期14.9年（含建设期），投资利润率9.2%。

Background and Conditions of the project:
Huizhou district has the most industrial enterprises in Huangshan City. Its industrial output value takes up 1/3 of the whole city's. The daily output of waste water amounts to 23,000 tons, but there has been no polluted water disposal facilities until now, which doesn’t agree with the development of industrial economy at present and has become a bottleneck to the development of local economy. So the construction of a polluted water disposal factory is a pressing matter of the moment. The project would be located at the southern bank lower reaches of the Fenglehe River, east off the industrial zone, north off the Wuhu-Tunxi highway. The factory will cover an area of 60,000 k㎡, which is a piece of low-lying land, and is very close to the would-coming polluted water and is convenient to the collection and discharge of the polluted water. So it is an ideal place for the factory.
Construction Scale:
The project aims to dispose the polluted water from an area of 6k㎡ in the urban area, and its capacity will be 50,000 tons a day. Short term (the year of 2010) 25,000 tons daily, long term (2020) 50,000 tons daily.
Construction Contents:
Factory building, in-and-output pipes network, facilities for the disposal of the polluted water, etc. The total investment to the project is 58,310,000, among which 10,000,000 will be collected by the unit of the project, and the rest 48,310,000 will be collected either by bidding or loaning. Financial Estimation of the Project:
Internal rate of return: 5%. Net value (Ι=4%) 8,180,500 Yuan. Payoff period of the static investment: 14.9years (construction period is included). Profit rate of investment: 9.2 %.
